Evaluation Credential Assessment (ECA) for Canada

What is ECA?

To confirm that your foreign degree, diploma, or certificate (or another form of credential verification) is genuine and on par with a Canadian one, you can use an Educational Credential Assessment (ECA). ECA come in a variety of forms. You must have an ECA in order to migrate. Depending on the ECA type and/or issuing organization, you might be able to receive a different sort of ECA issued to you.

Your Express Entry profile must have both the reference number and your ECA report.

When you are looking for work, your ECA report might be useful. However, it does not ensure that:

1. You'll obtain a position in your industry or at a specific level.

2. To engage in a regulated profession, you will be issued a license

If you intend to work in a specified field, you must get a license in the province or territory where you intend to make your permanent home.

Who requires ECA

If your education was completed outside of Canada, you require an evaluation to:

1. be qualified for the Federal Skilled Workers Program (Express Entry) as the primary applicant, or

2. points for any schooling obtained outside of Canada

If your spouse or common-law partner is traveling to Canada with you, you can also earn points for their educational qualification.

For a degree, diploma, or certificate from Canada, you do not need to be assessed.

Your report must prove that your degree, diploma, or certificate from a foreign institution is equivalent to a Canadian secondary school (high school) or post-secondary degree in order to receive points.

Which qualifications should be evaluated

Most of the time, only your highest degree of schooling requires an examination.

For instance, if you already hold a Master's degree, all you need is an evaluation. One is not required for a Bachelor's degree.

When to request an evaluation for two or more credentials

You must complete an evaluation for each certification in order to receive points for having two or more.

At least one of the credentials must be for three years or more of study in order to receive full points for multiple qualifications.

Points are awarded regardless of the sequence in which you finish your credentials.

When should you have your secondary education evaluated?

You could have your secondary credential evaluated to determine if your post-secondary credential is comparable to a Canadian credential. You would earn points for completing secondary school if you did this.

Educational Credential Assessment (ECA) Process

You must receive your evaluation from an organization or professional group that Immigration, Refugees, and Citizenship Canada (IRCC) has recognized. You'll receive a report outlining how comparable your education is to one in Canada.

Each organization or professional body may have a different processing timeline and price.

Following your selection of a designated organization or a professional body, they will instruct you on how to submit your paperwork for evaluation.

Designated organizations

You must work with one of the following recognized organizations:

1) Comparative Education Service (CES): University of Toronto School of Continuing Studies

            a) Designated: April 17, 2013

2) International Credential Assessment Service of Canada

            b) Designated: April 17, 2013

3) World Education Services

            c) Designated: April 17, 2013

4) International Qualifications Assessment Service (IQAS)

            d) Designated: August 6, 2015

5) International Credential Evaluation Service: British Columbia Institute of Technology

            e) Designated: August 6, 2015

Selecting a certain organization depending on your profession

You might need to have your evaluation performed by a specially designated organization if you intend to work for a large firm or in a regulated occupation. For further information, speak to your employer or the organization that regulates your industry.

Designated professional organizations

1. Physicians (NOC 3111 or NOC 3112)

The Medical Council of Canada have to do an ECA for your primary medical diploma if your primary work is specialty physician (NOC 3111) or general practitioner/family physician (NOC 3112).

1) Medical Council of Canada (professional body of doctors)

            a) Designated: April 17, 2013

If your major occupation is different, your assessment may be performed by another authorized agency.

2. Pharmacists (NOC 3131)

The Pharmacy Examining Board of Canada must evaluate you if you need a license to practice.

1) Pharmacy Examining Board of Canada (professional body of pharmacists)

            a) Designated: January 6, 2014

You might require a license, for instance, if you were providing patient care in:

    a) community pharmacy

    b) hospital pharmacy

    c) long-term care facility

    d) other practice settings

One of the other recognized organizations can evaluate your credentials if you hold a post for which you do not require a license. For instance, you might not need a license to work in the pharmaceutical sector or in a government position where the position requires a pharmacy degree but no license to practice pharmacy.

If you want to know if you require a license to practice your desired profession, get in touch with the regulatory agency in the province where you plan to live.
