Any applicant in the Express Entry pool who has been chosen by Immigration, Refugees and Citizenship Canada (IRCC), via the Express Entry system, to submit an application for immigration to Canada is given an invitation to do so. When IRCC conducts a draw from the Express Entry pool, which is composed of applicants who have expressed interest in moving to Canada, Invitations to Apply are issued in order of priority.
A employment offer from a Canadian company, a provincial nomination certificate, or an invitation to apply should not be confused with initial eligibility to enter the Express Entry pool. The Express Entry candidates' profiles automatically produce and send them a letter with an invitation to apply.
Getting An ITA
Only applicants who satisfy the minimal requirements of a federal economic immigration program are allowed to enter the Express Entry pool, where they are ranked using the Comprehensive Ranking System (CRS). The following factors are used by the CRS to rate candidates:
1) core human capital factors
2) if applicable with accompanying spouse or common-law partner factors
3) skill transferability factors
4) a provincial nomination, a job offer that qualifies, prior study in Canada, having a sibling in Canada, or evidence of French proficiency.
Total of 1,200 points are available under the Comprehensive Ranking System (CRS) for Canada Express Entry.
The Canadian government sends invitations to apply to specific Express Entry pool candidates based on their ranking by announcing a minimal CRS cut-off score at the time of the draw and contacting those applicants who have been selected.
Receiving an ITA
After issuing the Invitation To Apply, the original profile data will be maintained for 60 days. Candidates will have this much time to submit a thorough application with all necessary supporting documentations
Due to the short time frame, applicants are advised to start gathering these records and making sure they are in good condition before receiving an invitation to apply for Canadian permanent residency. The invitation to apply for permanent residence that was provided to the candidate expires after 60 days, and the candidate must reapply through the Express Entry pool.
Applicants have the choice to submit an application once all required documents have been uploaded and are complete. The option to submit isn't accessible until every field has been filled out. The application is deemed accepted when it is submitted in its entirety. An Acknowledgement of Receipt (AOR) will be created automatically when the file has been uploaded.
The application will be examined by IRCC, which will decide if it is eligible and complete. Within six months of the applicant's application submission, IRCC hopes to finish this procedure.
Expiration of an ITA
By that point, it will be erased if no application has been submitted. If a candidate does not respond to an invitation to apply and does not respond within 60 days, the invitation will expire. Candidates who still intend to apply for immigration to Canada through Express Entry must complete a new profile, submit it, and be approved into the pool once more in order to be taken into account for next invitation rounds. Candidates will still need to meet the minimal requirements in order to re-enter the pool.
Refusing an ITA
Candidates who decline an Invitation to Apply will have their profiles re-entered into the Express Entry pool and will be evaluated in future rounds of invitations as long as they match the minimal criteria for a federal economic immigration program.
Candidates are not guaranteed to receive another Invitation To Apply at a later date. But whether or not a candidate accepts an invitation does not affect whether or not they will be asked to apply at a later time.
